as we begin this budget presentation knowledge the commitment from the New York state legislature to fully fund foundation made this year the district received 3.8% increase in total aid from last year this increase was helpful as stated accounts for approximately 52% of the district's Revenue while the increase was helpful the cost of health insurance fuel electric supplies equipment and other yearly expenses has continued to increase at an alarming rate as we designed this year's budget we did so with a focus on meeting immediate needs while also focusing on ensuring long-term fiscal Health given the rising cost we continue to incur in order to operate effectively our goal was to create a 23-20 for school budget conservative but maintains programs opportunities and supports our student need the way they deserve it's been our practice to thoughtfully and carefully evaluate decisions as we have used our district mission mission statement and vision statement and our board and our strategic goals of the lens for that evaluation District Mission stay provides a clear framework for what we want to accomplish as a school district and clearly identifies when I leave at any decisions we make including budget decisions not support the mission of positioning our students in a place to find success in the world community our vision statement is believed challenge support as we develop this budget it was done with the belief that our students deserve the best education we can provide for them the budget was developed looking at how we can continue to challenge our students in an effort to better prepare them to find success after Reba and the budget was developed with an understanding that our students need our support now more than ever as we think about the concept of success the board has identified and help to find success for work these boards include our students become productive citizens are students being successful academically as measured by the standards they are required to meet and assessments that required to take include desire for students to understand the importance of leaving a balanced life are students being self-reliant and the board ends and that supports all of this denotes importance are structure plays so that our teachers and students are in the right environment with the right tools to make it all happen finally our strategic goals provide a framework that defines our priorities as make decisions those strategic goals include compared to our students need to work collaboratively they need to be engaged they need to learn to thing critically and I need to be provided with opportunities that will push them to grow and reach their potential opportunities for students that we feel strongly about maintaining include opportunities for them to participate in Career & Tech education but they can learn a trade and opportunities to participate in college credit billing courses including including Ivy courses After High School the college credit bearing options students and their parents in a better position to financially support their choices After High School we have found students were able to leave us and enter college is sophomore year of college expenses provides a great deal of blank our students and their families and we believe that that's important we continue to partner with flcc to bring courses to students and to our community that will result in Industry certifications and potential. opportunities these Partnerships have been developed in a manner that does not cost our district our students or our community anything we're committed to our ships with the goal of providing our students the knowledge skills they need to succeed and to lead next goal is the creation of a compassionate culture the district is committed to providing students with social and emotional support and we are committed to creating the type of environment that is safe healthy and welcoming we recognize that our students are our future and we want them to be kind well-rounded confident and compare individuals that are ready to give back to their Community as adults this budget allows us to provide the academic and social emotional support we have identified that our students need the district is also actively seeking opportunities to provide additional support through Partnerships with Ontario County and the various agencies within the count our next goal is a connected Community we do not want our school district to operate in isolation none of our community action partnership with our community as we educate students Society or antique Wireless Museum opportunities for our students that are budget-friendly and provide opportunities to link our students to our our community our budget process included Community representation our strategic goals which are included in this budget presentation were developed with Community representation we are currently working to create the scope and design of our next Capital Improvement projects with community representation interviews for open administrative positions have also included parent input and voice and we have a district steering committee that is charged with ensuring our strategic are being that this committee parent and Community representation as a district we are well aware that when our community succeeds our students succeed and when our students succeed our community succeeds transparent and collaborative in an effort to serve while addressing fiscal challenges is important to us and it is a smart approach our goal is to serve students and our Community Learning Center that will allow our students more access college level courses in which also now members opportunities to access this year's budget also mean our participation in an eighth of a bouzy service to better help us connect with our community through this service we have been able to produce a mid-year Community newsletter and have been able to better share the great things happening within the district our final strategic goal is to be responsible stewards involved cost efficiencies shared services in developing Partnerships that will access additional Aid I want to offer full-day General budget being responsible stewards and Bottles actively advocating for the needs of our school district and Community we are proud of the advocacy we have done with State officials to make them aware of the challenges and issues World School District space as a result of mandates and legislation that is sometimes it'll planned a responsible Steward also involves making sure that we are best people to work with our students providing training and professional development to ensure our faculty and staff are well prepared for their work ensuring our staff are well-trained and ensuring we think of little things that go into the care of our facility allows us to care for our buildings and grounds more efficiently preventive maintenance and Care allow us to maximize the use of our facilities and our equipment I'm proud to say we have found many ways to support students and families without it impacting our budget we are always looking to reduce costs and take advantage of various funding stream this year's does reflect a reduction in faculty and staff as a result of retirements the fact that our budget has increased even with a reduction of Staff speaks to the challenge we are and I think about our budget I know it's important to acknowledge that the local share makes up just under half of our budget hope and trust to Community Field investment is being made in our school district we have many points of Pride to highlight here in Bloomfield and our standard approach and all we do we're proud of Talent verse that our students display from Athletics and arts to the Performing Arts we are also extremely proud of the family has created for our students we're proud of how well-rounded our students are our students are active participants in the many extra curricular offerings we have here we are proud that approximately 75% of our students are involved in athletics music offering or an extracurricular club or activity activities is extremely important I'm proud that we offer activities that help build life skills and still take lifelong hobbies for students we are proud of the Friendship students are able to creep during their time in Bloomfield these friendships are often like long as evidenced by the recent visit we have from the class of 1958 you're proud and the academic rigor we offer and we'll proud of how our students respond to that rigor and challenge our ability to offer helps prepare students for Life After High School the programs we offer allow our students opportunities to grow and challenge themselves what part of our music program which received National recognition as best communities for music education for the second consecutive year 830 schools Nationwide that recognition and we are proud of our music educators students and Community for their efforts in achieving this honor as a district we're proud of our facilities and the energy efficiencies we've been able to put in place our facility are some of the best in the region and our energy efficiencies have helped us reduce cost as I think about what our District offers I'm proud that our district is a place where students faculty staff and parents how to make great memories of course we are also extremely proud of our amazing faculty and staff finally we're proud of our community and the sense of belonging that occurs as a result the support we received from the community and the connections with the community where we are able to facilitate with students a great deal of volunteering in our community is proud of the character they display as well the way they represent our district and Community wherever they go is the budget committee considered what we hoped to have this year's budget accomplished they identified several goals we believe the proposed budget accomplishes these goals which include maintaining a commitment to students and staff health and safety issues budget once again supports the funding of a school resource officer nothing is more important to us than health and safety of our students faculty and staff and this budget allows us to promote health and safety measures this year we have leveraged Federal and grant funding as well as other revenue streams to continue to provide services opportunities outside the general budget one example of this is our expansion of universal pre-k through grant funding as a result of the grant funding we are now able to offer a full day program had no impact to the general this budget allows us the opportunity to continue to address District infrastructure needs some maintenance and operations ensuring that prevented maintenance is regularly occurring in finding more efficient ways. save money and against the smart thing to do through this year's budget and the use of available Federal in grant funding were able to continue to provide services to support student academic needs as well as the needs of families ensuring our families are supported enables our students to find success more readily this year's budget and the use of available federal funds and grant opportunities provides flexibility to enhance Kirk Road and support student learning at all levels this year's budget continues to promote efficiencies through shared services picture of a bailable federal and grant funding ensured that the district can continue to provide important professional development opportunities for all employees so that we can serve our students better before Scott reviews the details this year's budget I want to thank our budget committee which included representation from various stakeholder groups including Community representation this group work hard and I appreciate their efforts also wanted administrators especially Donnelly for their effort and looking closely at how we can best accomplish our goals in the most cost-effective way we continue to ask our administrators and directors to do more with less and they can't need to find ways to serve students with the Excellence they deserve at a reduced cost if I get started taking a closer look at this budget will Begin by looking at the three-part budget program capital and administrative Center begin total budget increases one-million $69,000 and that's for .77% and a about 800,000 of that falls under the program area so first as far as what have we done who is responsible as possible in balancing this project falling under this area there are five positions in the district that we will not fill for next year that includes two special education teaching position to teaching a positions in 1 mechanic position this is certainly been a year filled with Rising expenditures and pretty much all areas which has led to this increase of 4.77% for next year for the proposed included in these increases we have additional requirements for tutoring which would fall under the program category additionally we have several additional out of this special education placements Transportation costs continue to increase for example and diesel oil supplies equipment and repairs and increase in athletics Through official fee and other increases in supplies the next bacteria is the capital of the women a $669,000 increase 38000 of it falls under this area as far as the increases for this year in our expenditures are certainly feeling it in this area all of our service work we have to have down the cost of supplies and materials equipment service work it it certainly that led to an increase in this area benefits this year are rather even for next year with a slight increase in to explain that significant increase for an active employees employees however we applied savings for our retirees around plan administrative guide $1,000 increase and we had increases here as well and a central Administration finance will utilize the central business office from Wayne Finger Lakes BOCES for your services and they have felt the effects trying to maintain their staff whether it's payroll accounts receivable account payable or Treasurer has had to increase wages in order to attract and retain people in that has stopped doubt by the component school districts to maintain that office are legal fees have increased in the plan would be on Dish channel additional budget in that area next year property insurance is increased software in the nrit a structure so getting 71000 of that total increase in the admin area so you take a look at the three parts graphically 68% of budget falls under program 12% administrative and 20% capital and I mentioned our increases for next year being at 4 77% it is on the higher side to where we've been in the past six years so I wanted to provide a historical slide here that shows the last five years including its proposed by mayor and shows averages you look across the top here you can see how our budget his pain since 2018-19 to the proposed the next line would show the total increase to the budgets the third line percentage increase and then lastly the increase to the tax levy did you look at the last column it will show the averages so although we're increasing 1069000 for next year with the proposed budget the average in these six years is 534004.77 per cent increase for next year's budget but again the average be much lower at 2.44% and the average tax cat attacks increase of 2.05% but should mention that our tax cap is 2.62% and that's what we will propose for next year what are the required says we have to show what a contingency budget would look like if the budget was not approved by the community so this slide shows that there would be a reduction in the amount of two hundred thirty five thousand eight hundred $88 and in that case we would not be able to purchase certain things like equipment to supplies professional development and other expenses are deemed by the board as non-contingent one thing that slide is as we all feel the effects of inflation Consumer Price Index is the measurement of inflation and that is at 8% right now show directions to the other side for Revenue will take a look at and where the where does the district funds come from the first one is the tax levy as I mention 2.62% and the amount that would be stayed at about twelve and a half million basically tax levy and say they'd make up most of our revenue and then there are few other Revenue sources era Reserve we do maintain reserves as a district and the ERS Employee Retirement reserved is one that were allowed to use as far as balancing a budget and we will use those funds to pay for the retirement find balance when you end of school year with some last some additional funds left you can move some of that forward and will do that in the amount of 145000 in her find transfer from Debt Service this is a fun that maintain when we finish the capital of project and there are funds left over we can save them for future capital a debt payment and so we will use 150,000 from fund for the next year's budget and in the final other category makes out many smaller miscellaneous Revenue show me show me the six-year expand comparison and so I wanted to also show the six-year Revenue Source comparison and something is the expense lied you didn't follow through along the line to see the history in the pack 6 past 6 years for state aid tax levy that other miscellaneous Revenue fund balance what we've used for meserve what we've used from Debt Service and the total budget is finally on the last line you go across the state aid line you'll notice some years like between 1920 and 2021 where we saw very minimal increases Andy had mentioned we're very thankful that for the first time next year the state will hopefully find the foundation Aid formula and to take a look at it a little closer at the state aid Foundation 80s I just had mentioned Top Line here this is the largest component of our state aid BOCES Aid is for certain eligible expenses through BOCES we receive a portion of that back the excess cost is a that we receive or educating our highest costume Hardware attack software Library textbook very very selfish explaining their transportation cost base the more we spend Transportation tomorrow get the following year and then building a is a very God planned as far as multi-year plan for Capital Improvement in the total being twelve and a half million that I referenced earlier so to take a look at look at tax rate estimates for next year we have our six towns here showing the equalization rate from this current year that equal getting ready for next year the total tax rate per thousand and then how it differs between the two years and so the first thing I want to notice we do have some pretty major changes in Equalization rate from 94% to 84% from 100% to 90%. Bridgeman 8189 Victor from 89 1079 South large swings really for all of our Town's which is directly affects the tax rate and then as far as what does it look at that like then four for us on our assessment I'm with basic star I've listed what the estimated School District taxes would be for next year based on $125,000 home that basic star applying the equalization rates estimated tax rates and you can feed in the end with the changes in tax rates and inflation that it ends up being the same rate as an estimated school taxes at home in the various town this is just an estimate and is subject to change and assessment information is adjusted play The V Walker on Main 2023 will take place from 7 in the morning till 8 at night at the Middle High School large group instruction room located at 1 oakmount Ave Bloomfield if you had any Athletics entrance at the Middle High School it's immediately on your left will be using paper ballots again this year and on the ballot the first item is the school budget with the total sum of 20 chameleon $139,004 second we have the bus purchase proposition and now this is a reminder we purchase our Bots from our buses from our bus purchase reserve and we have a replacement schedule that each year here we felt the supply chain inflation issue and it's costing us $399,000 which is quite a lot more than what it normally is been in Prior years one candidate on the ballot for one open board seat to be one blank line available for casting vote for one candidate the incumbent on the ballot for the open sea is Caroline Neville also on the ballot we have the library budget resolution and that is for the library to Levy $187,980 the library also had two candidates on the ballot for to open Bloomfield Public Library Board of Trustees seats and there will be two blank line available for casting votes for to write in Canada and those candidates are Sandra Mitchell and Sydney badger and is Andy had mentioned earlier he thinks the 2023-24 budget committee members I would just like to do that as well as this show the membership here in order for them to receive so thank you again and please let me or mr.
